Dear Applicant:
Available by clicking on the following links are the, Consortium Member Agreement (CMA), and basic other transaction agreement (OTA) which have both been extended to the year 2010, applicable for membership in the National Warheads and Energetics Consortium (NWEC). Please review the CMA and OTA, carefully, for they contain the particulars of NWEC’s agreement to do business with the US Gov’t. Your organization must be an American-owned entity, able to accept the CMA, in toto. If you wish to become a member of NWEC, complete the following online application form. Immediately after you submit this form a copy will be emailed to you. You must sign this document as well as a hard copy of the CMA, found on page 46 and fax the signed pages to Bill Ervin at 480-704-7686.
Your application will be distributed to the NWEC Executive Committee for evaluation and approval. Upon receipt of their approval, you will be billed for the $500 membership fee, which must be renewed each October. Your membership would be effective October 1, 2006. After receipt of the Executive Committee approval, you will be sent a copy of the OTA, from the Grants Officer, for your review, with a modification to the OTA, which recognizes you as a member of NWEC. You must sign and return the signed copy of the modification, to the Grants Officer.
As agreed, by signing the CMA, each award made to a member, under the governing OTA, is assessed 1% of the total award amount, by NWEC and which the winning member must to pay to NWEC to offset operating expenses. This 1% must be paid, regardless of the funding source. The percentage assessed is adjusted, as required, to ensure sufficient operating funds. The trend currently indicates that 1% is adequate for the foreseeable future.
Members are urged to join and participate in the committees and subcommittees, because it has been shown to be mutually beneficial for business and the expansion of the technology base. Members are required by the CMA to be represented at the General Membership Meetings.

This Membership Application is made by the signing organization (“Applicant”) to the National Warheads and Energetics Consortium (NWEC) Executive Director as of the date of signing by the Applicant.
1. Applicant by signing this agreement for membership in the National Warheads and Energetics Consortium, Hereby Certifies that He has reviewed the Other Transactions Research Agreement and the Consortium Member Agreement, and agrees to abide by the provisions of these two documents upon becoming a member of the consortium. Applicant does not become a NWEC member until Applicant reviews and signs these Agreements.
2. Applicant, by signing this Application, represents that the information herein is a complete, true and correct statement of Applicant’s organization. Applicant agrees to disclose immediately to the NWEC Executive Director any changes affecting Applicant’s representation that it meets the requirements of membership.
3. Applicant agrees that the NWEC Executive Committee has the right to accept or reject Applicant in its sole discretion if such Committee determines that Applicant does or does not meet the membership requirements contained in this Application, the Other Transactions Research Agreement and the Consortium Member Agreement. The Committee will notify Applicant within a reasonable time of Applicant’s membership status, and if Applicant is rejected for membership, the reason for the rejection.
4. Applicant represents that it is a United States owned or controlled entity.
5. Applicant represents that it has or will obtain a Secret security clearance for those individuals from Applicant’s organization who will participate in the classified technical projects of the NWEC. Applicant also represents that it can comply with U.S. Army Security, Safety and Environmental requirements.
6. Applicant represents that it is eligible to contract with the United States Government, i.e., Applicant is not debarred or suspended by the United States Government.
7. Applicant represents the following:
(a) it has an interest in the research and development of warheads and energetics technology,
(b) it is capable of making a technical contribution to the advancement of warheads and energetics technology,
(c) it is willing to be an advocate of the NWEC objectives as they are defined in the Other Transactions Agreement and the Consortium Member Agreement.
8. Applicant agrees that it will participate in semi-annual NWEC meetings of the General Membership, those committees and/or subcommittees to which it may be nominated and elected to serve on, and those committees and/or subcommittees to which it will voluntarily provide representation as indicated herein.
9. Applicant understands that as a member of NWEC, it may be necessary for Applicant to make some resource contribution (i.e., cash, in-kind, etc.) if Applicant determines such contribution serves the best interests of Applicant and the Government.
